Salam chairs meeting with international partners to present Lebanon’s national recovery framework
Prime Minister Nawaf Salam chaired a meeting at the Grand Serail to present and discuss Lebanon’s National Framework for Return, Early Recovery, and the Restoration of Basic Services, a government-led plan prepared under the leadership of Social Affairs Minister Haneen El Sayed.
The meeting brought together ambassadors, heads of cooperation missions, United Nations agencies, and development partners to review the framework, which outlines the government’s unified vision for the post-war phase.
Presenting the plan, El Sayed said the framework links safe return, humanitarian response, social protection, early recovery, the restoration of essential services, and preparations for reconstruction under clear state-led priorities.
She stressed that the transition from emergency response to recovery cannot be achieved through fragmented initiatives, but requires strong government leadership, effective coordination among state institutions, and close partnership with the international community to maximize the impact of recovery efforts.
El Sayed said the framework’s primary objective is to enable the safe and dignified return of displaced residents, restore basic services, protect vulnerable groups, revive livelihoods, and lay the foundations for sustainable reconstruction led by the Lebanese state.
The meeting also featured discussions with international partners on priorities for the next phase and mechanisms to support the implementation of the national framework, with the aim of ensuring a coordinated and effective response to the needs of affected communities.
Concluding the meeting, El Sayed thanked international partners for their continued support for Lebanon and said the government looks forward to translating the framework into concrete programs and projects that will advance recovery, reconstruction, and community resilience.
