Parliament has approved a fast-track bill introducing exceptional measures for the 2026 secondary school exams. The law allows the issuance of official certificates and removes the system of calculating results based on students’ yearly grades and pass/fail outcomes. Independent candidates are excluded from these measures.
The approval of the certificate-related law came after a show-of-hands vote, following nearly 50 minutes of debate and a heated exchange between several MPs and Education Minister. Deputy Parliament Speaker Elias Bou Saab presided over part of the session in the absence of Parliament Speaker Nabih Berri.
