Baabda sources said that the progress achieved in yesterday’s negotiations was further confirmed today, with discussions now moving toward practical details and focusing on the proposed implementation mechanism to launch the framework’s operational formula.
Speaking to MTV, the sources said: “Today’s discussions are centered on the two model areas that will serve as the starting point for implementation. They are mixed areas: one where Israeli forces are present and will withdraw from, and another where Israeli forces remain nearby, with efforts focused on strengthening the Lebanese Army’s presence there.”
They added that “the second issue concerns the timeline for beginning implementation in the two model areas. All preparations are underway for the process to begin within days or even hours. A statement is expected to be issued setting the date, and we hope it will not extend beyond the end of this week.”
The sources said that discussions will also address “what has been referred to as the framework, namely the sequence for dealing with the remaining areas beyond the two model areas and setting a timeframe for the other areas.” They noted that the talks also cover technical aspects, including withdrawal procedures and the deployment process, adding that another military meeting may be required before implementation, most likely in Rome.
The sources revealed that the US side is expected to issue a statement outlining the points agreed upon, along with the time and location of the next meeting.
Regarding communication with Hezbollah over implementation, the sources told MTV: “We are relying on the joint framework of action, which is clear and stipulates the return of civilians from the villages concerned.”
They added: “As for verification, it will be assigned to a third party, and there are several possible formulas. We are open to the US proposal, and we naturally lean toward having verification carried out by United Nations bodies such as UNIFIL and UNTSO. Several proposals have been discussed, but no final formula has been reached yet, as any verification mechanism requires a legal framework.”
The sources stressed that “there has been no request to inspect private property. Rather, the verification mechanism under discussion would require respect for Lebanese laws, and there is no issue as long as this remains within that framework.”
They pointed out that “the concept of working committees has not yet been finalized. The initial idea was for the first committees to focus on the full Israeli withdrawal and post-withdrawal arrangements, but discussions are currently centered on the two model areas.”
Baabda sources also said that “any meeting with Israeli Prime Minister Benjamin Netanyahu is completely rejected.” They added that “President Joseph Aoun’s visit to Washington will include a meeting with US President Donald Trump and possibly other officials. The visit will be very brief.”
