But the collapse of the project does not mean the collapse of its armed wing. What remains is no longer a political project to be negotiated, but weapons that must be brought to an end. This is not the task of political forces, nor is it a matter for a new settlement. It is solely the responsibility of the state. If the authorities continue to evade this reality, they should know that delaying the inevitable will not make it disappear: weapons outside the state will eventually be eliminated, and decisions made outside the state will eventually come to an end, sooner or later.”
