The lead-up to Parliament’s legislative session was anything but calm, with a heated exchange between Defense Minister Michel Menassa and Prime Minister Nawaf Salam over the general amnesty bill.
MTV learned that Menassa had wanted to address Parliament and present the military establishment’s position on the bill. Salam, however, insisted that under the Constitution, the Prime Minister is the one who speaks on behalf of the Cabinet.
Menassa ultimately did not enter the chamber and left Parliament.
Sources at the Grand Serail told MTV that attempts to stir controversy would not succeed, stressing that the government operates under the principle of collective ministerial responsibility, as stipulated by the Constitution, with the Prime Minister serving as its spokesperson.
